We live in a wasteful society where everything seemingly has become a disposable item and where the resources of
our planet are dwindling at an alarming rate. Over the last 10-20 years governments across the world are waking up
to the facts and every year new legislation comes into force to encourage us to re-use or recycle instead of throwing
away in an attempt to reduce the amount of resources we need to dig up and the amount of waste we have to put back
into this Earth of ours.
Not all of this legislation impacts on the plastics industry and on plastics being used but as manufacturers have
sought to replace traditional materials such as wood and metal with plastics for the products that they produce,
this impact becomes greater all the time.
The main legislative directives effecting companies, which CK Polymers are able to provide assistance with are:
Packaging and Packaging Waste EC Directive came into force in 1994 and aims to improve the management of
packaging waste in a number of ways. Firstly it seeks to lessen the impact of packaging and packaging waste
on the environment through the introduction of recovery and recycling targets for packaging waste. Secondly,
it seeks to encourage the internal market for packaging waste by reducing obstacles to trade.
The directive tries to reduce the production of packaging waste in the first place but once the packaging
waste is in circulation it aims to promote the recovery, re-use and recycling of the packaging waste.
Is your business obligated under the packaging regulations?
If your business handles more than 50 tonnes of packaging and has a financial turnover of more than £2 million then
it has an obligation if it is involved in the manufacturing of raw materials for packaging, converting materials into
packaging, filling packaging, selling packaging to the final user or importing packaging or packaging materials into
the UK.
How is my obligation calculated?
The directive requires certain businesses to recover specified tonnages of packaging waste. The specified tonnage
is calculated on the basis of:
- The tonnage of packaging handled by the business
- The national recovery and recycling targets for the year
- The percentage obligation for the activity that the business carries out on packaging
Packaging Recovery Notes (PRNs and PERNs)
In the UK the Packaging Recovery Note (PRN) system is the preferred way for businesses to demonstrate compliance
with their packaging waste obligations under the packaging waste directive.
Producers meet their obligation by purchasing PRNs and Packaging Waste Export Recovery Notes (PERNs) from accredited
reprocessors such as CK Polymers.
The End of Life Vehicle Directive (ELV) aims to make vehicles more recyclable to increase
in future the recycling rate for vehicles that come to the end of their useful life.
The Waste Electrical and Electronic Equipment Directive (WEEE aims to
encourage the recycling of electrical and electronic equipment and to reduce the amount of harmful
chemical often present in these devices from going to landfill.
The landfill tax forms part of the landfill directive and
is targeted mainly at reducing the amount of waste sent to landfill by UK businesses and thus encourage
recycling or re-use.
